Guidance on Performing POP, PBT, vPvB assessments under Reg. 1107/2009

Criteria to identify persistent, bioaccumulative and toxic substances (PBT), persistent organic pollutants (POPs) and very persistent very bioaccumulative (vPvB) substances are set out in Annex II to Regulation 1107/2009 for active substances, synergists and safeners.  PPP active substances, synergists and safeners fulfilling these criteria cannot be placed on the EU market.   No derogations are possible.  Active substances meeting two out of three of the criteria are candidates for substitution and approved for a shorter authorisation period at EU level if a safe use is identified.  Guidelines for identifying POP, PBT and vPvB properties for PPP active substances are discussed in the following DG SANCO document:
